How the state's "distressed area" rule works
- Since December 2024, a home insurer may use forward-looking wildfire models and reinsurance costs in its rates only if it promises to write more policies in state-designated distressed areas: 662 ZIP codes and 29 counties where wildfire risk is high and many homes have ended up on the FAIR Plan.
- A large insurer must write policies in those areas equal to at least 85% of its statewide share; a smaller insurer can instead grow its distressed-area policies by 5 percentage points, including by taking homes off the FAIR Plan.
- The promise is written into the company's rate filing and is generally due within two years. The Department can audit and penalize, but as of October 2026 it has not published how many promised policies have actually been written.
Every licensed company
This is the state's list, not ours, and it is not a recommendation. A company on it may still decline a particular home or ZIP code. To see which companies and agents say they'll quote in a specific ZIP code, use the state's own lookup: Home Insurance Finder.
