California wildfire moratoriums (October 2026): which ZIP codes are protected

Updated October 26, 2026 · From the California Department of Insurance, the California FAIR Plan Association and other public records · Our data

After the Governor declares a wildfire emergency, California's Insurance Commissioner can bar insurers, for one year, from cancelling or non-renewing homeowners policies in ZIP codes in or next to the fire because of the wildfire risk. Insureability reads the Department of Insurance's bulletins every day.

Common questions

What is a wildfire moratorium in California?
After the Governor declares a wildfire emergency, the Insurance Commissioner can bar insurers, for one year, from cancelling or non-renewing homeowners policies in ZIP codes in or next to the fire because of the wildfire risk. Non-payment and other reasons still apply.
Is my ZIP code under a moratorium?
Active moratoriums as of October 26, 2026: Gann Fire until August 6, 2027 (22 ZIP codes); Gifford Fire until December 23, 2026 (29 ZIP codes); Pack Fire until December 9, 2026 (4 ZIP codes). Each ZIP code page on Insureability shows whether it's covered.
Does a moratorium stop my premium from going up?
No. It stops non-renewals and cancellations for wildfire risk for a year; insurers can still change rates under approved filings.
